Pengertian Demokrasi

Demokrasi adalah bentuk atau mekanisme sistem pemerintahan suatu negara sebagai upaya mewujudkan kedaulatan rakyat (kekuasaan warganegara) atas negara untuk dijalankan oleh pemerintah negara tersebut.

Salah satu pilar demokrasi adalah prinsip trias politica yang membagi ketiga kekuasaan politik negara (eksekutif, yudikatif dan legislatif) untuk diwujudkan dalam tiga jenis lembaga negara yang saling lepas (independen) dan berada dalam peringkat yg sejajar satu sama lain. Kesejajaran dan independensi ketiga jenis lembaga negara ini diperlukan agar ketiga lembaga negara ini bisa saling mengawasi dan saling mengontrol berdasarkan prinsip checks and balances.

Ketiga jenis lembaga-lembaga negara tersebut adalah lembaga-lembaga pemerintah yang memiliki kewenangan untuk mewujudkan dan melaksanakan kewenangan eksekutif, lembaga-lembaga pengadilan yang berwenang menyelenggarakan kekuasaan judikatif dan lembaga-lembaga perwakilan rakyat (DPR, untuk Indonesia) yang memiliki kewenangan menjalankan kekuasaan legislatif. Di bawah sistem ini, keputusan legislatif dibuat oleh masyarakat atau oleh wakil yang wajib bekerja dan bertindak sesuai aspirasi masyarakat yang diwakilinya (konstituen) dan yang memilihnya melalui proses pemilihan umum legislatif, selain sesuai hukum dan peraturan.

Selain pemilihan umum legislatif, banyak keputusan atau hasil-hasil penting, misalnya pemilihan presiden suatu negara, diperoleh melalui pemilihan umum. Pemilihan umum tidak wajib atau tidak mesti diikuti oleh seluruh warganegara, namun oleh sebagian warga yang berhak dan secara sukarela mengikuti pemilihan umum. Sebagai tambahan, tidak semua warga negara berhak untuk memilih (mempunyai hak pilih).

Kedaulatan rakyat yang dimaksud di sini bukan dalam arti hanya kedaulatan memilih presiden atau anggota-anggota parlemen secara langsung, tetapi dalam arti yang lebih luas. Suatu pemilihan presiden atau anggota-anggota parlemen secara langsung tidak menjamin negara tersebut sebagai negara demokrasi sebab kedaulatan rakyat memilih sendiri secara langsung presiden hanyalah sedikit dari sekian banyak kedaulatan rakyat. Walapun perannya dalam sistem demokrasi tidak besar, suatu pemilihan umum sering dijuluki pesta demokrasi. Ini adalah akibat cara berpikir lama dari sebagian masyarakat yang masih terlalu tinggi meletakkan tokoh idola, bukan sistem pemerintahan yang bagus, sebagai tokoh impian ratu adil. Padahal sebaik apa pun seorang pemimpin negara, masa hidupnya akan jauh lebih pendek daripada masa hidup suatu sistem yang sudah teruji mampu membangun negara. Banyak negara demokrasi hanya memberikan hak pilih kepada warga yang telah melewati umur tertentu, misalnya umur 18 tahun, dan yang tak memliki catatan kriminal (misal, narapidana atau bekas narapidana).

Isitilah “demokrasi” berasal dari Yunani Kuno yang diutarakan di Athena kuno pada abad ke-5 SM. Negara tersebut biasanya dianggap sebagai contoh awal dari sebuah sistem yang berhubungan dengan hukum demokrasi modern. Namun, arti dari istilah ini telah berubah sejalan dengan waktu, dan definisi modern telah berevolusi sejak abad ke-18, bersamaan dengan perkembangan sistem “demokrasi” di banyak negara.

Kata “demokrasi” berasal dari dua kata, yaitu demos yang berarti rakyat, dan kratos/cratein yang berarti pemerintahan, sehingga dapat diartikan sebagai pemerintahan rakyat, atau yang lebih kita kenal sebagai pemerintahan dari rakyat, oleh rakyat dan untuk rakyat. Konsep demokrasi menjadi sebuah kata kunci tersendiri dalam bidang ilmu politik. Hal ini menjadi wajar, sebab demokrasi saat ini disebut-sebut sebagai indikator perkembangan politik suatu negara.

Demokrasi menempati posisi vital dalam kaitannya pembagian kekuasaan dalam suatu negara (umumnya berdasarkan konsep dan prinsip trias politica) dengan kekuasaan negara yang diperoleh dari rakyat juga harus digunakan untuk kesejahteraan dan kemakmuran rakyat. Prinsip semacam trias politica ini menjadi sangat penting untuk diperhitungkan ketika fakta-fakta sejarah mencatat kekuasaan pemerintah (eksekutif) yang begitu besar ternyata tidak mampu untuk membentuk masyarakat yang adil dan beradab, bahkan kekuasaan absolut pemerintah seringkali menimbulkan pelanggaran terhadap hak-hak asasi manusia.

Demikian pula kekuasaan berlebihan di lembaga negara yang lain, misalnya kekuasaan berlebihan dari lembaga legislatif menentukan sendiri anggaran untuk gaji dan tunjangan anggota-anggotanya tanpa mempedulikan aspirasi rakyat, tidak akan membawa kebaikan untuk rakyat. Intinya, setiap lembaga negara bukan saja harus akuntabel (accountable), tetapi harus ada mekanisme formal yang mewujudkan akuntabilitas dari setiap lembaga negara dan mekanisme ini mampu secara operasional (bukan hanya secara teori) membatasi kekuasaan lembaga negara tersebut.

Kita sering mendengar yang namanya politik tapi ada banyak juga orang tidak mengerti apa sebenarnya pengertian politik tersebut, mungkin juga anda salah satunya makanya anda sampai ke website ini betul3x .
Kalau kita tinjau dari asal kata politik itu berasal dari bahasa yunani yaitu “polis” dimana artinya adalah negara kota, dan dari kata polis tersebut bisa didapatkan beberapa kata,  diantaranya :

2. politikos => kewarganegaraan
3. politike episteme => ilmu politik
4. Politicia => pemerintahan Negara

Jadi kalau kita tinjau dari asal kata tersebut pengertian politik secara umum dapat dikatakan bahwa politik adalah kegiatan dalam suatu system politik atau Negara yang menyangkut proses penentuan tujuan dari system tersebut dan bagaimana melaksanakan tujuannya.
Namun banyak versi dari pengertian politik tersebut, diantaranya :

1. Politik adalah seni dan ilmu untuk meraih kekuasaan secara konstitusional maupun nonkonstitusional.
2. Politik adalah bermacam2 kegiatan dari suatu sistem politik (negara) yg menyangkut proses menentukan tujuan2 dari sistem indonesia dan melaksanakan tujuan2 itu (Mirriam Budiharjo)
3. Politik adalah perjuangan utk memperoleh kekuasaan / teknik menjalankan kekuasaan2 / masalah2 pelaksanaan dan kontrol kekuasaan / pembentukan dan penggunaan kekuasaan (Isjware)
4. Politik adalah pelembagaan dari hubungan antar manusia yg dilembagakan dalam bermacam2 badan politik baik suprastruktur politik dan infrastruktur politik (Sri Sumantri)
   
5. Politik adalah usaha yang ditempuh warga negara untuk mewujudkan kebaikan bersama (Aristoteles)
6. Politik adalah hal yang berkaitan dengan penyelenggaraan pemerintahan dan negara.
7. Politik merupakan kegiatan yang diarahkan untuk mendapatkan dan mempertahankan kekuasaan di masyarakat.
8. Politik adalah segala sesuatu tentang proses perumusan dan pelaksanaan kebijakan publik.

Melihat banyak versi pengertian politik tersebut, maka sebenarnya bisa disimpulkan secara singkat bahwa “politik adalah siasat/cara  atau taktik untuk mencapai suatu tujuan tertentu”

Sinopsis Film Titanic

Titanic 

Pada tahun 1996, seorang pemburu harta karun bernama Brock Lovett beserta timnya menjelajahi bangkai kapal RMS Titanic untuk mencari sebuah kalung berlian berharga yang diyakini terkubur di dasar laut bersama bangkai kapal tersebut. Sebuah peti ditemukan dan dibawa ke permukaan untuk dibuka. Sayangnya, peti itu tidak berisi harta karun berharga tetapi hanya beberapa lembaran kertas yang sudah hancur karena air laut. Salah satunya adalah sebuah lukisan seorang wanita telanjang bertanggal 14 April 1912 dan bertandatangan "JD". Lukisan itu menggambarkan seorang perempuan telanjang yang bersandar di sebuah kursi. Di lehernya terdapat sebuah kalung berlian yang mereka cari: "Heart of the Ocean — Jantung Samudera".

Kalung berlian Heart of the Ocean yang asli. Kalung inilah yang dikenakan oleh Rose DeWitt Bukater dalam film Titanic.

Rose Dawson Calvert, seorang perempuan tua berusia 101 tahun menonton berita di CNN tentang penemuan lukisan tersebut. Dia menghubungi Brock Lovett, menanyakan soal Heart of the Ocean dan meyakinkan Lovett kalau perempuan yang ada dalam lukisan itu adalah dirinya. Lovett tertarik dan selanjutnya, Rose ditemani cucunya, Lizzy Calvert, terbang ke lokasi penemuan lukisan tersebut lalu menceritakan lebih lanjut tentang pengalamannya di atas kapal Titanic.
Pada bulan April 1912, Rose (saat itu bernama Rose DeWitt Bukater) yang masih berusia 17 tahun menaiki RMS Titanic sebagai penumpang kelas satu bersama ibunya, Ruth DeWitt Bukater, dan tunangannya, Caledon Nathan Hockley (Cal), seorang pengusaha sukses di bidang industri. Rose tidak mencintai Cal, tetapi ibunya memaksanya untuk menikahinya karena masalah keuangan dan kehormatan keluarga. Di saat yang sama, seorang laki-laki bernama Jack Dawson memenangkan tiket kelas tiga dalam permainan poker dan ikut serta dalam pelayaran perdana Titanic dari Southampton menuju New York.
Di atas kapal, Rose yang tidak bahagia atas pertunangannya dan juga kehidupannya yang terkekang memutuskan untuk bunuh diri dengan cara terjun dari buritan kapal. Jack melihat peristiwa itu dan berhasil menghalanginya. Atas hal ini, dengan keberatan Cal mengundang Jack makan malam bersama mereka untuk keesokan harinya pada acara jamuan di kelas satu untuk membalas jasanya. Singkat cerita, Rose dan Jack menjalin persahabatan dan saling berbagi pengalaman serta kisah hidup mereka. Jack menceritakan petualangannya sebagai seorang pelukis sementara Rose berbagi kisah soal keputusasaan dan penderitaannya. Ikatan mereka semakin kuat saat mereka melarikan diri dari jamuan makan malam di kelas satu dan ikut serta dalam pesta para penumpang di kelas tiga. Lambat laun, benih-benih cinta mulai tumbuh di antara mereka. Jack kini telah jatuh cinta pada Rose, namun Rose cenderung tidak mempedulikan perasaan antara mereka yang semakin menebal karena pertunangannya dan juga status sosialnya. Tetapi, Rose akhirnya memutuskan untuk melepaskan semua itu dan menyerahkan cintanya kepada Jack. Pada suatu malam, Rose meminta Jack melukis dirinya dengan hanya memakai kalung berlian Heart of the Ocean, lukisan yang sama yang ditemukan oleh para pemburu harta karun 84 tahun kemudian.
Di saat yang sama, Kapten Edward J. Smith dan krunya seolah-olah tidak menghiraukan peringatan tentang gunung es yang berada dalam jalur yang dilalui oleh Titanic. Malahan, atas perintah Joseph Bruce Ismay, direktur perusahaan White Star Line, Titanic semakin mempercepat lajunya meskipun pada saat itu malam hari. Pada malam 14 April 1912, dua orang pengawas kapal melihat bongkahan gunung es besar persis di depan jalur Titanic dan memberitahu anjungan. First Officer William Murdoch memerintahkan kapal dibelokkan dan mesin dimundurkan, tetapi sudah terlambat; sisi kanan Titanic menabrak gunung es, sehingga menciptakan serangkaian lubang di bawah garis air. Lima kompartemen kedap air kapal bocor. Semakin jelas bahwa kapal ini terancam, karena kapal ini tidak bisa selamat jika lebih dari empat kompartemen bocor.

Sementara itu, Cal telah mengetahui hubungan antara Jack dan Rose. Cal yang sangat marah lalu merancang jebakan untuk memfitnah Jack seolah-olah mencuri berliannya. Walaupun Rose berpeluang untuk menyelamatkan diri lebih awal dari bencana kapal dengan menaiki sekoci bersama ibunya, dia memilih untuk kabur dari Cal — dan juga peluangnya untuk menyelamatkan diri ke dalam sekoci — untuk mencari dan menyelamatkan Jack yang diborgol ke tiang di dek bawah oleh Lovejoy, kaki tangan Cal. Jack berhasil dilepaskan dan kini mereka harus keluar dari sana dengan cepat. Mereka berhadapan dengan banyak halangan termasuk pintu yang terkunci dan kemarahan Cal yang memaksa mereka kembali ke dek bawah. Mereka berdua berhasil naik ke dek atas tetapi sekoci sudah tidak ada, memaksa mereka bersama ratusan penumpang lain yang ketakutan mencari ruang untuk bertahan sebelum Titanic tenggelam sepenuhnya ke dasar Samudera Atlantik. Buritan kapal tegak dan menjulang tinggi sehingga ketidak seimbangan berat membuat kapal patah dua dan pada pukul 2.20 pagi tanggal 15 April 1912, bagian haluan kapal tenggelam sepenuhnya ke dasar laut dan diikuti oleh bagian buritan.
Rose dan Jack menceburkan diri ke dalam laut yang sangat dingin itu bersama dengan banyak penumpang lainnya. Hanya ada satu lembar papan yang cukup besar untuk seorang, mengambang tidak jauh dari mereka. Jack menaikkan Rose ke papan itu, menyelamatkan jiwa kekasihnya itu dari suhu dingin yang mematikan, sementara ia berpegangan di sisi papan itu memegangi tangan Rose untuk menenangkannya. Rose dan Jack bersama dengan ratusan penumpang yang lain menunggu bantuan dari sekoci yang tak kunjung datang di permukaan air. Ketika petugas di sekoci memutuskan untuk datang membantu, hampir semua penumpang telah tewas akibat hipotermia. Rose kecewa karena Jack tidak mampu bertahan dan meninggalkannya. Dia mengucapkan selamat tinggal lalu melepaskan jasad Jack yang telah membeku ke dalam lautan, kemudian Rose memanggil sekoci yang selanjutnya datang menyelamatkannya. Penumpang yang selamat di atas perahu penyelamat menunggu selama empat jam sampai RMS Carpathia, kapal terdekat yang berhasil menjawab dan membalas isyarat radio Titanic, datang menyelamatkan mereka. Ketika tiba di New York, Rose mengganti namanya menjadi Rose Dawson dan mendapati ia masih memiliki Heart of the Ocean yang tersimpan di dalam saku jas milik Cal yang dipakainya.
Kembali sebagai perempuan tua pada tahun 1996, Rose menuju ke dek kapal ekspedisi dan membuang Heart of the Ocean ke dalam lautan, tempat Jack tewas 84 tahun yang lalu. Beralih ke kamar Rose, di sana terlihat foto-foto perjalanan hidupnya, termasuk foto dia sedang menunggang kuda di Santa Monica Pier, seperti yang dulu pernah direncanakannya bersama Jack. Rose berbaring dan bermimpi dalam tidurnya. Dalam mimpinya, ia kembali ke dasar laut, Titanic muncul di dalam kegelapan dan segalanya berubah menjadi baru. Seorang pelayan membukakan pintu ke tangga utama dan di sana terlihat semua penumpang Titanic yang tewas pada malam kecelakaan tersenyum pada Rose. Persis di atas tangga berdiri Jack, menghadap jam besar tempat mereka berdua juga pernah berjanji bertemu sebelumnya. Jack berpaling dan tersenyum ke arah Rose yang kembali berusia 17 tahun dan Rose membalas senyumannya. Mereka berciuman di hadapan khalayak yang bertepuk tangan mengelukan.
